get some wooden dowls at the craft store and wrap the ribbon you are using around it (i secure with a little tape on the ends). bake in the oven at 250 for about 15-20 minutes (depending on the ribbon). take it out and let it cool. this melts the polyester in the ribbon just enough to give it that "korker" curl that you are looking for. i use a wood burner to cut the ribbon into smaller pieces, which melts the ends and keeps it from fraying. hth :)
