The only site mandated by the government is www.annualcreditreport.com. It has all three credit reporting agencies and you can obtain your report once a year.

There are other sites advertising free credit reports. Some are legit and some will send you 500 emails and advertisements or ask for a credit card number. Avoid these. I use credit karma. I've used it for about five years now and I find it extremely helpful. It will give you a pretty close estimate of your credit score, list all accounts open under your SSN, and it will also inform you any time someone applies for credit under your social security number. They also don't email you very often with advertisements and junk. I think I get emails from them less than once a month and when I do it has always been related to an update or change to my credit info.

As far as putting a block on your credit so that the store or visa/MC/Amex has to call you any time you want a new credit line, I believe you can still do that directly through the credit agencies.
