First let me say I'm not 100% confident how the 91 circuit is setup. But, I wonder if the clockspring in the steering wheel is shorting out. These are notorious for failing eventually.

One thing to try first, disconnect the horns, and then replace the fuse to see if it blows. If not, then the horn may be bad. BUT, the more I think about it, if the horn was shorting out then the fuse would blow only when the horn button was pushed as opposed to blowing when you first install it.

I'd try to see what else is on the circuit and then you'll just have to try to trace the circuit....good luck, glen
