In my province Charter schools are now common, and they do use a voucher system for all intents and purposes. You are allowed to take your child to them (there are waldorf, montessori, all kinds) and enroll them and the gov't picks up the tab. My SIL tried to put my niece and nephew in a school devoted to "Direct Instruction". They turned them away because my niece has epilepsy and they don't want special needs students in their school because kids with problems bring down the school's test scores. And if the scores go down, they will have trouble attracting parents in the future.

This is a nice idea in theory, but as we are seeing here, in practice there are definitely bugs.
