That consipiracy theory is rubbish.
The only reason AIDS didn't take off the same way in Australia as it has in Africa was the massive fear campaign on our TVs. "The Grim Reaper". It made us too scared to have sex outside marriage, and if we did, we used condoms. Compare this to Africa where men will not wear condoms and believe in "dry sex" which causes more trauma (and blood entry port) to the woman. Too many people in Africa still believe AIDS is from witchcraft, rathe than a virus, and so fail to be careful not to touch blood, or use condoms.
Another major factor in keeping AIDS numbers down was that the government gave (and still gives) free clean syringes and needles to drug addicts. Its not so much for the drug addicts but if you keep the numbers of drug addicts with AIDS down, the risk of it transferring to the general population is kept down.
I cared for a girl dying of AIDS in about 1990 in Australia. Yes, she was white. She caught it from her husband, who caught it from his previous girlfriend, who's ex had been a drug addict.
Have people in PNG not seen people dying of AIDS? Why do so many people have sex without condoms?
I know... ideally... abstinence and faithfulness are the way to go, but this will never be 100% realistic.
To save the so called "inocent" AIDS victims (rape, blood transfusions, birth, helping someone who is bleeding) free of AIDS, the rest of the community must be free of AIDS as well. This includes rapists and prostitutes. If they are free from AIDS, they cannot transmit it to "innocent" people.
So please,forget the idea that "it is OK for people to get AIDS.. they probably deserve it", because next thing, they will have transmitted it to your loved ones.
