I do not share your pessimism, a TM qualifier and then running two single comps is very simple, and will only take two minutes to explain to a competent scrutineer - not the hours that you seem to suggest - you also have argued that its the "same" as the old system, and for the scrutineers it will largely be a comp that they are used to running. The additional concepts are identical.
In terms of constitutional options, I still haven't seen the minutes of the last IVDA meeting, so can't say what the decision was. However, as I understand it you argue that there may need to be tweaks to your proposal, which the IVDA GM will need to adopt - if this can be passed constitutionally in one step, as such an amendment then so can "Ian's proposal" If you seriously argue that it cannot, then your proposal cannot satisfactorily be amended before IVDA too.
Again, I do not share your pessimism, the new proposals (both your's and mine) will produce results, and in large part the team placings will be identical, both to each other and to the old format. I do not believe that your proposal will be a disaster, I believe it has strong merits, but isn't the very best and therefore should be used at one comp during the year, but not at IVDA as the showpiece.
Incidentally, your proposal would still have lead to a three way tie at IVDA 2003. That's a seperate issue about whether individual marks (rule 11 or is it 10) should be applied to a tie.
