What I think will happen: A good couple in a poor team (the main objection you seem to have to Ali's proposal) would be dancing in division 2. Of course once the qualifying round is over, the "handicap" of being in a poor team is dropped and they walk to victory. All 4 Div. 2 comps will be won by a good couple with bad team-mates, hardly ideal.
Alternatively, the good couple makes just enough difference to drag the other three couples into div 1. But as soon as that starts they have 0 chance, because having a good couple in their team doesn't help them anymore.
I think it's not a good idea to split the competition according to an aggregate mark, but then let the individuals go their own way...
Similarly, if someone gets to a final, he/she should get a trophy, if someone goes out 1st round, he/she shouldn't. If teams make rounds, you can give the team prizes, if it's individuals, the individuals should get prizes. Your proposal is not particularly consistent in that respect...
It also increases the time taken as numbers will have to be called out 4x as often, aggregating marks in the 1st round will be more difficult as people have different numbers, but these objections are more practical than fundamental and could be solved...

Ali's proposal suggests to mark the event as a 4-dance under the BDC skating system. So rule 10 would have broken the tie.
