This is so by the security that is used to verify the user is who they say they are. The method is by using a Public/Private Key Identification system or digital certificates created using federal government standards. Companies that are allowed to produce these kinds of computing systems must have double bricked walls, minimum of four computing firewalls, etc. These systems are currently authorised by federal government to be used for this purpose. Implementation of such a system is dependent upon how many customers you have, but as an example if a company has 30,000 customers then your set up cost from Verisign will be approximately $15,000 to set up and about 14 cents per transaction verified.
