Subject: IIRC that is actually due to the fact that it's a 501(c)3, and it must be paid to a school directly. However, I could be wrong.

Anything different are state choices and due to state choices, some are denied their scholarships, even after bringing in the ad money that pays thier scholarships in the first place!

Aside from student loans what if a local is held after 2nd semester tuition due and paid by titleholder credit card? If trying to award scholarships, then remove obstacles and pay the scholarship to the college financial office, they in turn will reimburse the credit card.
