I'm not an expert but I don't think it has anything to do with her competing at Miss America or Miss California. She still has to win a county title for 2014 and then compete in the Miss CA in 2014. we need sweetheart carries no obligations or responsibilities, Jordan is free to compete in locals ASAP. this year's Miss Virginia won sweetheart last year, and several miss Americas were previously sweetheart winners.
