Second priority will be given to those who are appointed by a local pageant and then at-large contestants will fill in the blanks if any. This year, 28 teens won a pageant, 8 were appointed and 3 competed at large. That makes for 39 contestants. There would have been a 40th but San Diego - who was appointed - had to withdraw. | |
