I'm note sure about this, but I think Cardinals ineligble to vote may still attend the conclave so it's possible that Cardinal Dulles may do so. Again, I'm not completely sure about that. -- Fordham Rams Basketball Message Board

That is an interesting point. I think they would have to attend because even though they are not eligible to vote in the election, they are still eligible to be elected Pope themselves.
