in the Universe we know, there is no spice either, Arrakis is destroyed at the end of Heretics. The BG had seeded their planet with the last worm.

Navigation machines are needed in the old universe as well, as there is no other source for spice but the Tleilaxu (who have in the old universe perfected spice from axoltl tanks, not to be confused with amal)
and their world was destroyed too.
