Willow had had a long history of abusing her powers for her own personal gain, from creating a spell so she and Xander would not be attracted in season 3 to initially looking to a spell to handle the Willow/Oz/Veruca triangle in season 4.

Hmm. I don't know that 2 examples qualifies as "a long history of abuse", especially since she didn't follow through on either one.

I agree that abuse of power would have made a much better storyline. I don't think we need to look for any elaborate backstory on that either; increasing power alone works very well as the basis for abuse.

The whole "there is always a price to pay for magic" paradigm was well established

Can you give an example from S1-S5? There were, I'd wager, dozens of spells cast in those 100 episodes, but I don't recall any established theme that magic involves a price.
