I don't pretend to know the ins and out of the Mcveigh case. But if he really is representative of a particular political grouping then there are practical disadvantages to his execution. The biggest, and again I speak from the British experience, is the creation of martyrs and an actual political movement.

You may be executing one man for a particularly heinous and awful crime and simultaneously creating a new monster that will take more lives in the future. Keeping Mr McVeigh in prison for the rest of his life may be a very cheap alternative.

Over the last century the British have created our own monster in Ireland and every time we chopped off a head, two more grew in its place. The current Northern Ireland peace agreement may have been impossible against a backdrop of judicial killing. And it should be said that the remaining active parts of the IRA are directly related to deaths of the hunger strikers twenty years ago.
