Enroll her in an activity where her short height will be to her advantage-gymnastics or figure skating. Even in dance, most ballerinas are shorter to keep uniform. Plus, to be a rockette, you only have to reach the 5'6" mark. Don't dress her "cutesy" but dress her in the same clothes her friends can wear and get them altered at your local tailor. Shoes may be a problem. I couln't wear adult sized shoes until 11th grade, but most team shoes come in adult and kids sizes. There's nothing you can really say to her to make her feel better.
