Subject: simple solution....

Any dog that bites is assessed for visciousness. If it's deemed to be a danger, it's put down at the owner's expense, and the owner is completely liable for all costs to the bite victim. If the dog is deemed to have bitten in self defense, it's returned to the owner, with the provision that if it bites again, it's put down, again, at the owner's expense.
