The reason is, that Ashley can't get anyone new. She had to rely on who was there before. When it's all said and done, it's not as easy as you think. I'm so tired of people having to come on here to explain that not everyone who was involved before needed to be thinned from the herd. Literally no one said that everyone who was involved before was "evil" and had to go, but there were certainly some bad seeds. And please tell me who is on her board who was also on the previous board? All new people. Numbers are down for a myriad of reasons, none of which validate your assertion that Ashley has not done anything. It appears that's a matter of opinion. Please tell us who else applied to be the directors of this pageant.
