You are correct, LAMPY.
For some reason, the FL Death Index doesn't give a place of birth. It does for other people so it must have something to do with his Death Certificate which would be (probably) due to whomever was the informant and the people who knew him well were either already deceased or living in NYC.
The woman I suspect to be his Mom died in Miami, Dade Co. and her SSDI record says it was "issued in NY before 1951". Problem is, I haven't been able to find any Social Security record for this "ELMER LOWERY" but was able to use Social Security info to help ELIMINATE the other "ELMER LOWRYs"

Right now, along with the other info I've elucidated, I'm up to about 75% confidence that YOU have found the real SCOOTER. Of course, the other 25% may very well ELIMINATE this ELMER, which is what I'm trying to do!

In 1997, the people of Dade Co., FL voted to change the name of their county to "Miami-Dade County" so don't let the differences in the "official" records throw you off.
