These are very very good points. I am an American and never even thought about these circumstances. If I read you correctly what you are saying is, right now you have the bulk of the population scattered all over PNG where they are not concentrated in mass. In order for PNG to accomplish the American model, a large percentage of them would have to move to more centralized zones to be near the factories to process the resources extracted by the few who remained behind who were required to do this work.

When American was first settled by the Europeans in the early 16 hundreds they were scattered all over the place and live primarily off the land as subsistence farmers. It wasn't until after the American revolution that the big cities started to grow as they filled with more and more imigrants. These imigrants looked to the people who had settled the remote frontiers to mine the gold, iron and other natural resources and ship them to the big cities where the foundaries, steel mills and other manufacturing plants were and could process them.

So the conclusion to this model would be one of two things must happen in PNG for the American model to work. (by the way, this is also the European model). Either a well thought out and well executed plan must be formulated in PNG to relocate about 1/2 of it's citizens in industrialized zones and train them as industrial workers or PNG must populate these new industrial zones with imigrants. Either way, PNG would be screwed. Move the people and you ruin their traditions, break up the village ties and place them in over populated squaller where crime will run rampant. Bring in a group of imigrants and they take over the entire economic system within two generations and the villages still have nothing. WELL!!! So much for that thought. Let's hear some other options.
