Subject: BOUGAINVILLE

What's going on in Bougainville?

Where are the negotiations going? On a scale from 1 to 10 what are the chances of referendum? What are the chances of Freedom? What are the chances of a peaceful out come? What are the chances of War?

I just want to say that I hope our Brothers and Sisters in Bougainville the absolute best.

I was just thinking that perhaps the Bougainville negotiators should offer to stay in the Nation of PNG but only under the condition that they have complete control of the money, the taxes, the land, and everything else. In other words you retain absolute autonomy except that you agree to fly the PNG flag above the Bougainville flag. Make sure the PNG constitution is amended to show the same.

In return for the above offer agree to postpone a referendum for 5 to 10 years. You'll need to rebuild for that length of time anyway.

In my opinion, the above is the least I would accept. I would not settle for anything less. I would stay in PNG in name only and retain full autonomy. I would also stipulate that any amendments to the constitution should also include the stipulation that any future change to the constitution that would adversely affect Bougainville must be first passed by a majority of Bougainvillians in a referendum.

Just my 1 toea worth of advice.
