It would seem to me that the problem is, 80% of the people in PNG are actually very satisfied with the way things are and do not want to change anything. Their ancestors have lived this way for thousands of years and they want to continue this tradition. If they are not motivated to work a steady job, then they won't and....don't.

But you won't hear that from the 80%. You will hear that people want jobs, etc etc. It is all Father Xmas style wish listing. The moment you put people to the test, you get the same results. It is not that there are not some people who want to work, are dissatisfied because village life truly does not fit their needs. You CAN find such people. They DO exist. But the majority are not this way. Those who are dissatisfied with village life leave the villages and go to the cities. But look at how many stay back.

The reason why what some villagers will tell you is so different than the reality is a lot because so much crap has been piled on their heads by so many people. This nonsense is promoted particularly by politicians. They, the loggers, and other people frequently offer the "something for nothing" exchange that would interest any person, in any country. Others hear about the "something for nothing" possibility, and they jump on the bandwagon. So you end up with this very loud shouting for this development. But then, when you bring in portable sawmills, etc., you get the same result.

That is my experience. What is interesting is that few people put 2 and 2 together and see where it leads. In other words, so many of us are NOT seeing the discrepancy between the fact that everyone says they want development, yet so little of what people say is development is being done by the local communities themselves, and almost everything outside brought into rural areas is now in a state of continuing collapse. So what gives, if people want these things so badly?

The answer I've come to believe, as you say, is that THEY DON'T WANT THESE THINGS SO BADLY. They just say they do.
