Subject: #5 Cheating by its nature is a covert act. Steven's covered his tracks. He and the BoD will circle the wagons and defend themselves with "where's your proof" (so when you demand the original scoresheets, you will end up proving they're in order). It's not against the rules for him to invite his drinking buddies he's made at Miss America the last 20 years to judge his pageant. They are all highly qualified judges. It will look like a perfectly legit competition on paper!

Jeff could also sweeten the MO general fund by sponsoring her People's Choice win and covering all of her prep costs for Miss America so the board doesn't have to. This is where the view of "buying the title" comes from. So the "it's not fair he spent twice as much as she won to promote her to Miss Ohio" argument means nothing to Miss America.
