Subject: I've heard Steven has wanted an open state for a while- less work for them; fewer EDs means less scrutiny; and no need to recruit locals. They'll run the 6 locals that have dates and if the others don't commit by November (I can't remember the deadline when locals have to commit for pageants after the new year) they'll declare the state Open.
