"Hooded Sweatshirt Man" (Spoilers for "Three Words")

Okay, keep in mind that I didn't watch any of the Mulderless eps, but who was the guy in the hooded sweatshirt Dogsbreath was talking to at the end of "Three Words"? Has he bee on on before? Does he have a name? Is he Dog's equivalent of Deep Throat?
