Has anyone ever put this theory out there about Brian's murder? The police who broke into the flat in Chelsea and found the cannabis in the yarn were positive this would send one of the Stones to prison. Unfortunately the Judge just reprimanded Brian and fined him for the drug charge.
Now that constable must have been pretty upset when he went through all that trouble to bust Brian. Maybe he did the dastardly deed to Brian or had someone do it for him.
Ergo - that's why the police refuse to open the investigation - because it was one of their own who planned the murder.
