Your fresh water tank does not fill when you are connected to an external water source UNLESS you flip the switch inside the electrical connection box to fill it. Hope this helps.

First of all, when you say "on one of these campers" I don't think that may be enough information to identify what type of "camper" you are not familiar with and with hopes that someone will give you advice. If you went to a auto parts store, don't you think it would be wise to know what make,year and model of car or truck you wish to get parts for before you asked for advise or purchase parts? When you say "and it do not seems to rise", these fluid level indicators on older "campers" are not very reliable. but I'm just assuming that you are camping in an older "camper", for all I know you are camping in a 2011 Prevost Camper. but I'm thinking not!
