There are a lot of dancers who don't do well in the trad set comp because it is very different than solo steps.

Schools have different requirements for dancers to perform solos when they are U10 and younger, making a comparison difficult. Jumping from being a novice to top 25% in solos the following year to Nationals qualify is a huge leap, but can be done. I would have your dancer work on moving up in levels rather than focus on placement at one major. If she's putting in the work, it will show in more consistent placements at competitions, which will move her up in line with those who are in OC and going to Nationals.

Mid America is a very large region, and has the most dancers of all the regions. O is very complicated and political. Don't be in such a hurry to be at that level if she's only 8. Focus on all of the steps and milestones and enjoy the journey. I say this as the mom of a dancer at a very competitive school, who still celebrates every milestone to ensure the kids focus on on the journey and not the sashes.
