Have you considered using LogMeIn or VNC to connect to your office computer? That would give you a connection to it and you would have it's desktop on a window on your home computer. The keyboard and mouse work just as you would expect. When your home bandwidth is capped the connection slows down, but it's still usable... the mouse movement and screen updates jjuusstt ssllooww ddoowwnn. However, once connected you could transfer the chapter file to the office computer. Once the file arrives you could remotely run FileZilla on the office machine and use it's fast connection for the FTP upload.

Alternatively, does voy.com offer scheduled file appearances?
Sites like FineStories and StoriesOnLine have that feature. You upload a set of chapters, even an entire books worth, and set a schedule for their appearance. At that point the chapters auto-post and you don't have to touch it until the chapter queue empties (i.e. the last chapter auto-posts).
