Entering Institutions -- just a c/o, 10:09:19 12/05/08 Fri
I want to know what is going to be one about the new rules related to entering the institutions. What’s a minimum amount of personal items, what’s a limited amount of food? Why is soup a danger? Why can’t we order out? Only a half a gallon of water? I think this is an over reaction to a few situations. What about the officer that follows the rules and is forced over time. I feel bad for all the people that do swaps. That person will have no food or water for the 8 hours. E-Board guys what are you going to do? So, are these rules going to apply to all DOC members or will there be exceptions for the privileged few in various locations?

At 2;50 PM on 2/6/78 the big blizzard really started to intensify. I had just left my pregnant wife with the intentions of working one extra shift, as a good (not great) snow storm had been predicted. Little did I know I would not see my wife for four days. Oh! the stories I could tell. Only one officer reported in to work 11-7 that night, and he lived on the property. All 3-11 officers were ordered to stay the night, and then some. I got a kick out of searching for ADS Dube that night. The ADS or Capt if you will were everything back then. How I giggled my ass off, after leaving a note on his chest that said "You were really good last night Arthur", as he slept downstairs in the shower room on a bench. I could see how the Capt. looked diffrently at his men the next day. I also remember responding to an emergency from B Bldg to A2 at 2 AM that first night. Back then radios were few and far between. A button came in the man assigned to the front control would start making his calls and everyone responded. No coats no hats, just shirtleeves we hit a monsterous snow drift at the long ago forgotten benches between A + B. We screamed and swore in disbelief. Us officers actually pulled and pushed each other up and over the huge drift. When we all came rushing up the stairs covered in snow yelling "Where's the problem" The officer in the trap began laughing and replied "Aint no problems here" as he read Febuary's edition of Hustle with his oversized feet up on the counter next to the button. The officer had accidently hit the button in his excitement. It was an adventure I'll always remember. Some responders kept coming in over the next 1/2 hour or so. After my prolonged stay at MCIBSH it took over 25 years to eat a bologna sandwhich again, but I'm over it now. When I retired I thought I would miss the smell of piss and shit in the morning, but I don't. The verbal abuse each day I do miss. So feel free to verbal abuse me here on the Bitchboard. Keep screwing my Brothers and Sisters in blue. My thoughts and prayers are with you! By the way ladies where were you 2/6/78 when the DOC needed you most? As I recall it was very hard on our nursing staff as they gathered (safety in numbers) and hunkered down in the Max2 nursing trap. Maybe some of the retired nurses would like to relate some of their tales of survival.

WALPOLE, Mass. - A corrections officer was attacked by two inmates at the MCI Cedar Junction facility in Walpole on Wednesday afternoon. The officer suffered serious injuries and was taken to Norwood Hospital.

Two other Corrections Officers were also taken to Norwood Hospital with minor injuries.

The assault happened in general population, according to the Department of Corrections spokesperson Diane Wiffen.

The East Wing of MCI Cedar Junction is now in lockdown, and the reason for the assault is still under investigation. MCI Cedar Junction is the state's maximum security prison

SACRAMENTO, Calif. – More than 200,000 state government employees were expected to stay home without pay Friday as California began its first-ever furlough, a move intended to save money during an ongoing fiscal crisis.

State agencies scrambled in the days before the furloughs took effect to avoid confusion for the public, such as people trying to register vehicles or obtain professional licenses.

Among the offices to be closed Friday are those of the Department of Motor Vehicles and Department of Consumer Affairs. The governor's Office of Emergency Services also would be dark as part of a cash-saving move ordered by Gov. Arnold Schwarzenegger.

Critical and revenue-generating agencies were scheduled to remain open, including fire stations, parks and employment centers that process unemployment insurance claims. California's unemployment rate is 9.3 percent, a 15-year high.

Schwarzenegger ordered the two-day-a-month furloughs, reducing the average state worker's salary by 9.2 percent, as he and lawmakers try to solve the state's $42 billion budget shortfall.

The governor had hoped his order would apply to some 238,000 state employees, but each of the seven other constitutional officers have said they will not comply. Employees of the Legislature are not under his authority.

Schwarzenegger's legal affairs secretary, Andrea Hoch, said the administration was prepared to sue the state controller if he did not reduce paychecks for more than 15,000 workers in the other constitutional offices, which include the attorney general, secretary of state and insurance commissioner.

A judge who affirmed Schwarzenegger's authority to order the furloughs said his ruling did not apply to statewide elected officials because they were not a party to the lawsuit. The administration has maintained that employees of constitutional offices are covered by the furlough order.

Doors to about 180 DMV offices were to be locked Friday. Some people said the state gave little notice to the public about the furloughs, which will continue on the first and third Fridays of each month through June 2010.

"They don't have any signs telling us about Friday," said Ingrid Dela Cruz of Sacramento, who was inside a Sacramento DMV office on Thursday.

In fact, there were plenty of signs, but they were posted in locations invisible to most customers because they were hidden behind sliding glass doors.

Schwarzenegger's administration estimated that cutting worker hours would save the state $1.3 billion over the next year-and-a-half.

The state decided to keep some 250 career centers open after previously announcing they would be closed. The centers are where the unemployed get information about job training and benefits.

Labor leaders said the furloughs could have been prevented. Jim Zamora, spokesman for Service Employees International Union, Local 1000, said the administration did not respond to the union's latest contract proposal, which he said included alternatives.

"More than a week ago, Local 1000 presented the governor's negotiators with a deal that would have prevented the closure of state offices, created an orderly, flexible and manageable furlough process, prevented chaos and saved the state hundreds of millions of dollars," Zamora said in a statement.

Jolley, whose office is negotiating with the union, declined to respond.

Some employees, including a group of engineers, said they were going to show up at work, anyway, despite the pay cut.

Craig Copelan, a senior engineer with the state Department of Transportation, said he has been working on a national safety manual with colleagues around the country and that Friday is the final day to turn in comments.

Other employees questioned whether the furloughs would result in taxpayer savings.

Dan Gurule, a police officer at the state mental hospital in Norwalk, said the state would have to pay overtime at 24-hour facilities to those workers who backfill the shifts of people on furlough.

Five state mental hospitals and 33 adult prisons are required to provide constant care to patients and inmates.

"Somebody has to fill in my position," Gurule said. "We still have to have a minimum staffing. That's going to be someone on overtime, being paid time-and-a-half."

But the furlough may not be all that bad for state workers.

Squaw Valley ski resort at Lake Tahoe was offering $30 lift tickets — a $49 savings — on furlough days to state employees who show a valid state identification card or recent pay stub. Boreal ski resort also has a promotion in which state employees can ski or snowboard every Friday for the rest of the season for $20.

A former prison secretary has been sentenced to six months in federal prison for having sex with an inmate she was supposed to be supervising, a spokesman for the U.S. Attorney's office in the District of Colorado said Friday.

Janine Sligar, 47, of Wray, Colorado, was sentenced Thursday for sexual abuse of a ward. After serving her sentence, she will serve five years of supervised release and must register as a sex offender, spokesman Jeff Dorschner said in a news release.

Sligar, who must surrender to a facility designated by the Bureau of Prisons on March 2, did not respond to a telephone call to her home for comment.

She was indicted in July by a federal grand jury in Denver and pleaded guilty in U.S. District Court in October.

According to the plea agreement, Sligar, a 14-year Bureau of Prisons veteran, said she and inmate Eric McClain met in February 2007, when he was assigned to clean her office.

"They began to have conversations and realized they had similar interests," the plea agreement said.

That summer, they initiated a sexual relationship that included 10 to 20 sessions of oral sex and sexual intercourse, ending in October 2007, it said.

The liaisons primarily occurred in a staff restroom in the housing unit at the Federal Prison Camp in Florence, Colorado, according to the agreement.

Sligar, who acknowledged having detailed her activities in a journal, said she obtained a cell phone with a non-local phone number so McClain could call her without raising suspicion and admitted she gave him contraband that included photographs with explicit sexual poses, the plea agreement added.

"Defendant also admitted using her cell phone camera to take graphic pictures of a sexual nature which depict defendant and this inmate," it said.

Authorities began investigating the incident after receiving a tip about the inappropriate relationship. They then learned that Sligar had changed the primary beneficiary on an insurance policy from her children to McClain. A subsequent search of her home turned up the journal and photographs.

Texas jail closes after recliners found in cells

FORT WORTH, Texas – A jail in northern Texas has been closed and its nearly 60 inmates transferred as authorities investigate what they call dangerous conditions for jailers and those behind bars — including cells that locked from the inside or contained recliners. Five inmates had already been moved from the Montague County jail to one in a nearby county this month after an FBI raid, said Jack McGaughey, district attorney for Montague, Clay and Archer counties.

McGaughey declined to say what prompted the investigation, also being conducted by the Texas Rangers. But he said authorities found contraband in the jail. New Sheriff Paul Cunningham moved the inmates to the Wise County jail on Thursday a few hours after he was sworn in.

McGaughey said some surveillance cameras' cords had been disconnected; recliners were in cells; some bathrooms and cells could be locked from the inside; and inmates had made partitions out of paper towels to block jailers' views inside their cells. One alarming discovery was a type of rack made of nails, he said.

"This action was taken because there was a concern for the safety of the prisoners and the jail personnel," McGaughey said Friday.

Some inmates had apparently used extension cords to lock deputies out, and unidentified pills were strewn about other jail cells, Dallas-Fort Worth television station WFAA reported.

No one has been arrested, but McGaughey plans to present evidence to a grand jury and said "a number of people" — inmates as well as jailers — could be indicted.

The U.S. attorney's office also is working with the FBI and may bring federal charges, McGaughey said. The FBI in Dallas did not immediately return calls seeking comment Friday.

Cunningham told WFAA-TV that the conditions made him "shiver" but said he hopes the jail will reopen in two months, with repairs made and inmates back under a new set of rules.

Deeper cuts may be necessary in the future to remain competitive. Should that happen, the Board will request management to scrutinize the Snow White Division to see if seven dwarfs is the right number.

D.O.C. employee accused of stealing $100K

The Attorney General’s office announced charges against a Dept. of Corrections employee who allegedly stole $100,000 to buy weapons. Here’s the quick AG alert:

Press conference regarding the arrest of Gary Mendes, age 48, of Berkley, a Department of Correction (DOC) employee charged with Larceny by Scheme over $250, and Procurement Fraud. Mendes is alleged to have stolen over $100,000 in DOC funds to purchase firearms and other equipment from a law enforcement supply company for his own personal use. Mendez is expected to be arraigned today in Greenfield District Court at approximately 2:00 p.m.

New details emerge in Atwater guard's killing
Rally unites supporters of federal prison safety reforms

The push for safety reforms within the U.S. Penitentiary system got a bolster Tuesday when hundreds gathered for a grassroots led rally in Atwater.

The rally was organized by the Friends and Family of Correctional Officers, a community-based group founded after the death of Jose Rivera, a correctional guard at the Atwater federal prison.

Rivera, a 22-year-old Navy veteran was on duty at the prison on June 20 when he was attacked and stabbed in the heart by two inmates with a handmade weapon.

The two men standing accused of stabbing Rivera are both facing murder charges. Jose Cabrera Sablan, 40, and James Leon Guerrero, 43, both of Guam, are already serving life sentences for other crimes, but they could receive the death penalty if found guilty for Rivera's murder, according to U.S. Attorney McGregor Scott.

"My estimation is that this is a death penalty case. This is why we have the death penalty," Scott said at a press conference in Fresno on Thursday.

A federal grand jury returned an indictment charging the two men with first degree murder, first degree murder of a federal correctional officer and murder by a federal prisoner serving a life sentence.

An FBI investigation into the case has revealed new details about the attack. Agents said Rivera was stabbed by Sablan with an eight inch handmade shank resembling an ice pick. Scott said Rivera tried to escape but was caught by Guerrero, who held him down while Sablan repeatedly stabbed him.

Both the local group and the national union representing federal correctional officers have stated that Rivera's death was a preventable tragedy and have been calling for safety reforms that include stab-resistant vests, protective equipment like Tasers and batons, and staffing increases. At the time of his death, Rivera was the lone guard watching over 100 inmates.

"We all understand that there is an inherent risk in being a correctional officer, but there are simple things that can be done to make the job safer," said Andy Krotik, a spokesman for the group and a former Atwater City Council member.

A representative from the U.S. Bureau of Prisons said they are working with union officials to expand the use of stab-resistant vests. Congressman Dennis Cardoza has introduced the "Jose Rivera Correctional Officer Protection Act," which would provide $20 million in funding to the Bureau of Prisons for purchasing the stab-resistant vests.

Members of Rivera's family were in attendance at the rally and voiced their support for prison reforms.

"He was taken from us because of the situation in federal prisons today," the Rivera family wrote in an open letter. "The Justice Department is cutting back on staff and cutting funding programs that could prevent the kind of violence that took Jose's life."

PITTSFIELD TOWNSHIP, Mich. — Authorities say an inmate at a prison near Ypsilanti burned a corrections officer's face by tossing a mixture of petroleum jelly and water he heated in a microwave.

The Detroit Free Press and The Ann Arbor News report the union representing guards at Michigan prisons wants the state to remove prisoner access to microwaves after Friday's attack.

Michigan Department of Corrections spokesman Russ Marlan says the 49-year-old officer at Huron Valley Men's Facility in Washtenaw County's Pittsfield Township had second-degree burns and possible long-term damage to one eye.

Marlan says the Michigan Corrections Organization's request is under consideration.

The 48-year-old inmate is serving a 39- to 90-year sentence for second-degree murder. He's been transferred.

I heard something funny the other day a clinican talking about boundries. NEW YORK - A suburban police chief likened the conflicting accounts of an accidental overdose at Isiah Thomas’ home to a “cover-up” and rebuked the former New York Knicks coach Saturday for saying it was his teenage daughter who required treatment.

“It wasn’t his daughter,” Harrison Police Chief David Hall told The Associated Press. “And why they’re throwing her under the bus is beyond my ability to understand.”

Authorities were called early Friday to Thomas’ Westchester County home, where police said a 47-year-old man was taken to the hospital and treated for an overdose of sleeping pills. Several media outlets reported that police confirmed it was Thomas who went to the hospital.

Why, we asked, would we now be banned from the San Marcos campus?

"You ran an editorial that we did not agree with," she said. "You had a picture of Senator Obama and had derogatory things to say about him. Plus," she went on, "several of your jokes we found offensive. I and several of my colleagues found them offensive." She told us further, "Our Physician-Leader read your editorial critical of Obama and it upset him. He said he didn't want this paper here anymore."

At this point we explained to Ms. Cobler that:

The editorial she was referring to was not editorial at all. It was a paid political advertisement, placed and paid for by The Republican Majority Campaign and if she, or any Democrat wished to place a political advertisement supporting Senator Obama, we'd be happy to accept the order, accept their money, and allow them freedom of expression by placing their ad with us.

We asked Ms. Cobler the name of the "physician-leader" who was so upset about the paid political advertisement concerning Senator Obama. She refused to give us his or her name. We advised her we'd like to talk to him or her and make certain that he or she understood that this was a political advertisement but had it not been, if it had been an editorial statement by The Paper, that this was something called freedom of speech, freedom of expression, freedom of the press, and it is covered by the First Amendment to the Constitution of the United States of America as well as the California State Constitution. We would have pointed out that for him/her to order The Paper banned because he or she did not agree with the political statement was tantamount to him/her deciding what others could say, hear, or read . . . and this is a serious infringement of freedom of the press.

Secret Service Sent By Obama Campaign Questions Mother of Three

Roger Hedgecock, former San Diego mayor and radio personality sheds some light on the beginning of the end of freedom as we know it. You MUST read this!

"Jessica Hughes of Lufkin, Texas, former Marine, mother of three, answered her cell phone in the car, coming home from the emergency room. Her 9-year-old had suffered a mild concussion, but was OK. The caller was a female Obama volunteer who asked if Jessica would support Obama for president. Jessica replied, "No, I don't support him. Your guy is a socialist who voted four times in the state Senate to let little babies die in hospital closets; I think you should find something better to do with your time." Then Jessica hung up. The next day, a man and a woman in suits showed up at the door of her home, identifying themselves as members of the Secret Service. The Secret Service agents stated that the Obama campaign had complained of a death threat. They had quoted Jessica as saying, "I will never support Obama, and he will wind up dead on a hospital floor." Jessica's husband had heard Jessica's side of the original phone call and verified the actual quote. To which the female agent replied, "Oh? Well why would she (the Obama volunteer) make that up?"

Jessica replied that the Obama volunteer was probably unhappy about what Jessica had said about her candidate. The female agent then said "That's right, you were rude!" The male agent then displayed a file with Jessica's full name prominently printed on it and asked her how she felt about Obama. At this point, the former Marine told the agent "in no uncertain terms" (as she later recounted) that this was America and that the last time she checked, she was allowed to think whatever she wanted without being questioned by the Secret Service. And was being "rude" a federal crime now too? The agents then admitted they had no tape of the conversation, just the quote from the Obama campaign. Responding to Jessica's questions, the agents would not identify themselves by name, nor reveal the name of the Obama volunteer who had made the complaint. The agents did indicate that Jessica was not in a court of law yet, and that they were trying to not embarrass her "by going to all her family and neighbors."

To these implied threats, Jessica invited the agents to speak to whomever they wanted, and stated she would happily go to court since she had done nothing wrong. Jessica asked the agents, "Look, someone calls me unsolicited on my cell phone to ask me to support their candidate, and I can't tell them why I don't?"

The Secret Service left Jessica that day, but she could not get the "visit" out of her mind."

If this doesn't get a fire burning in your chest, then nothing will! This is the beginning of the end for the freedoms we all know and love. First they will come for the freedom of speech! The liberals in congress are already trying to censor talk radio and shut down any who oppose their radical programs! Think about it, you can't even say what you want to anymore in this politically correct environment that THEY have created. They will use what is "proper" and "correct" to strip you of your right to free speech.

Next they will come for your guns! They will strip of the only way to defend your self in the name of "safety" and "order". Oddly enough, Mr. Obama was against the right to defend your home in the Washington, DC Heller case. The court ruling made it abundantly clear that laws which ban the possession of firearms, or make it simply impossible through regulation for citizens to exercise their right to keep and bear arms, are unconstitutional and cannot stand.

Could this ever happen? Could the charismatic speech of a "leader" pull the wool over your eyes and introduce the U.S. to a loss of liberty beyond our imagination? It can happen to you and as history repeats itself it is already happening!

In today's world, you can't even say you aren't voting for Mr. Obama without having a visit from the Secret Service. You are branded as stupid, racist, warmongering if you even THINK of disagreeing with the left. That is censorship and the loss of freedom a change planted with seeds of Liberalism and Obama is the charismatic leader that is heralding that change!

When he ran for the Senate, I attended a gathering of GOP operatives at the National Republican Senatorial Committee where McCain outlined his campaign strategy:

McCain's so-called sense of humor has no limits when it comes to simple human decency. Shortly after former President Ronald Reagan announced he had Alzheimer's Disease, McCain told this joke at a GOP Fundraiser:

This is the man the Republican Party thinks should be the next President of the United States. What else should we expect from a party that promotes racism, homophobia and discrimination against anyone with a different skin color, sexual orientation or ethnic origin?

So we shouldn't be surprised that McCain's campaign strategy seeks to raise racial fear about Barack Obama, the first African-American with a serious shot at the Presidency of the United States.

John McCain is a racist: Always has been, always will be. A retired Naval officer who says he served with McCain in the Navy says he treated black sailors with disrespect and scorn. McCain refuses to release his detailed military record and some sources say that record includes incidents that include issues with black sailors.

Such attitudes are part of his family history. As noted by a black poster in Talking Points Memo:

I can't love America the same way John McCain does. When his daddy was Admiral, my daddy was mopping floors. And when his granddaddy was Admiral, all the Blacks in the entire Navy were mopping floors. But they still volunteered and went to war, even when their commanders didn't think they were brave enough to fight. So who loves America more? McCain's collection of off-color jokes are riddled with racist words and sentiments. Advisors have toned down the raunchy rhetoric of his early years in Congress but close aides say his attitudes have not changed.

McCain opposed making the birthday of slain civil rights leader Martin Luther King a national holiday. During his 2000 campaign for President, he told reporters on his "Straight Talk Express: "I hated the gooks (North Vietnamese). I will hate them as long as I live."

Katie Hong of the Seattle Post-Intelligencer, who reported the remark, wrote:

It is offensive because by using a racial epithet that has historically been used to demean all Asians to describe his captors, McCain failed to make a distinction between his torturers and an entire racial group.

It is alarming because a major candidate for president publicly used a racial epithet, refused to apologize for doing so and remains a legitimate contender.

Drivng Over 100 MPH In The Middle Of The Night Drunk!!!

Joba Chamberlain was arrested for driving under the influence early Saturday morning near his hometown of Lincoln, Neb.

Deborah Collins, a spokeswoman for the Nebraska State Patrol, said that the 23-year-old Chamberlain was pulled over after being observed speeding in a 2006 BMW 750i shortly after 1 a.m. on U.S. 77.

Chamberlain was arrested after an odor of alcohol was detected and an open container of alcohol was observed on the front passenger seat. Chamberlain was taken to the Cornhusker Place Detox and booked on charges of driving under the influence, having an open container of alcohol and speeding.

This story was broken, based on what I know, by the Journal Star newspaper in Lincoln.

A 38-year-old psychiatric patient who allegedly forced a 14-year-old hospital volunteer into a stairwell and raped her twice was ordered held on $500,000 bail yesterday.

Vernon Lee Thompson of Mattapan pleaded not guilty yesterday in Suffolk Superior Court to two counts of rape of a child.

Prosecutors allege that Thompson befriended the girl in July during her first week with the Shattuck Hospital Junior Volunteers program in Jamaica Plain.

Thompson asked for her phone number and she sympathetically gave it to him because he seemed lonely, but then she became alarmed when he started calling her and she told her father, said prosecutor Leora Joseph. A week later, on July 10, Thompson allegedly forced the girl down a set of stairs to an area where there were no security cameras and raped her twice, once forcing her to perform oral sex on him, Joseph said.

“She was very scared,” Joseph said.

A hospital employee saw the girl giving Thompson oral sex but did not physically intervene, according to a police report. Instead, the staffer told the pair to “split up” and “not do that there,” the report states.

The girl followed the employee to a safe location. She then told her father about the rape.

The incident prompted a review by the state health department, and the hospital shut down its junior volunteer program.

Joseph asked that Thompson be held on $500,000 cash bail citing his history of defaulting as well as a lengthy criminal record. Thompson’s attorney, Joan Stanley, did not make a bail argument. A clerk magistrate ordered Thompson held on $500,000 cash.

Thompson has prior convictions, court records show, for open and gross lewdness, indecent exposure, making threats, malicious destruction of property, trespassing and shoplifting. In 2006, he was found not guilty of brandishing a box cutter at two women at the Ashmont MBTA Station and then repeatedly stabbing a man at the same depot, all on Aug. 4, 2003.

Joseph Williams, 37, of 558 Faunce Corner Road, Dartmouth, was arrested Wednesday night after police received a 911 call from the Pinnacle Health and Fitness parking lot in Dartmouth.

A man told police Mr. Williams pointed a handgun at him while they were arguing in the parking lot. The man said the defendant told him to "stay away from my wife or I'll kill you," court records said.

Mr. Williams told police he brandished his gun because the man kept walking up to him. Police seized a 9 mm Smith and Wesson handgun from the defendant's home, court records said.

Mr. Williams was arraigned Thursday in New Bedford District Court on charges that include assault with a dangerous weapon, threats to commit murder, and carrying a firearm without a license.

According to court records, Mr. Williams is a state correctional officer. It was not immediately available which prison he has been stationed at or what his current employment status is.

Facing its largest inmate population in state history, the Department of Correction is installing bunk beds for the first time at the maximum security Souza-Baranowski Correctional Center in Shirley, the Herald has learned.

The move has ignited an outcry from the correction officers union and prison advocates. They say double bunking at Souza-Baranowski is a security risk and does nothing to address the problem of lower-risk offenders being jailed at higher-security prisons because of a lack of lower-security beds.

“It’s the most dangerous thing to do at a Level 6 maximum security facility,” said Steve Kenneway, president of the Massachusetts Correction Officers Federated Union. The union is to begin bargaining with the DOC over staffing levels required by the double bunking Sept. 16, Kenneway said.

“Right now, Souza-Baranowski is a safe facility that is single bunked. It will be an unsafe facility with tremendous problems when you double bunk it,” said Kenneway.

DOC spokeswoman Diane Wiffin said officials decided to install bunk beds at Souza to address overcrowding created by the record number of state inmates. As of Sept. 1, the DOC had a population of 11,368, a 10 percent increase since 2005, breaking the record of 11,158 inmates set in 1999.

“Overcrowding impacts the safety of our population and staff,” said Wiffin. “There are several potential remedies we are exploring to ease overcrowding. One remedy is double bunking at Souza-Baranowski Correctional Center.”

The 500,000-square-foot prison has 1,024 general-population single cells, 128 special management cells and 24 health service beds, according to the DOC Web site. As of March 31, Souza-Baranowski was operating at 104 percent of its capacity, with 1,063 inmates, according to the DOC’s first quarter overcrowding report. So far, none of the bunk beds that were installed have been put to use, Wiffin said.

MCI-Cedar Junction in Walpole, the state’s other maximum security prison, was operating at 115 percent of its capacity, with 731 inmates, during the first quarter of 2008, DOC data show. The prison was designed to hold no more than 633 inmates. There are no bunk beds in use there, Wiffin said.

Leslie Walker, director of Massachusetts Correctional Legal Services, said double bunking at Souza will worsen security conditions at an already violent prison and require the state to spend more money on staffing. The DOC’s budget for fiscal 2009 is more than $530 million - a steep increase from last year’s spending plan of $474 million.

“Double bunking maximum security prisoners is a huge mistake. Double bunking at Souza-Baranowski jams two men in a small cell for 20 hours per day,” Walker said in an e-mail. “This creates an unnecessarily tense, unsafe environment for prisoners and staff in an already tense, violent prison.”

Walker said 16 percent of the state’s prison population is held at maximum security prisons, which is twice the national average. According to a January DOC report to the Legislature, there are 600 inmates housed with higher-risk offenders because of a lack of medium, minimum and pre-release beds for the lower-risk prisoners.

“For nearly two years, the (DOC) has had objective evidence it was overclassified. Yet today Massachusetts still has nearly twice the national average of prisoners in costly high-security prisons and one-half the national average in low-security,” Walker said.

Wiffin said the DOC has added 600 beds at medium, minimum and pre-release facilities since 2005, when the inmate population was 10,338. Adding more beds at those facilities is under consideration.

Wiffin could not provide figures for the number of beds expected to be installed at Souza-Baranowski, saying the “capacity and timeline is still being developed.”
