Everyone would do the same amount of dancing (including the 20 int. people doing advanced, they'd just do their first round in Adv. rather than Int). Except the current Advanced people who would get an extra round due to larger numbers in Advanced. I think they should, as it's not fair to penalise those who dance up by giving them less chance to dance. Get rid of the combined Semi (and half the off-beats) and you have more than enough time.

[re: cascading]
you can't cascade through the levels, as you get inserted in round 2 in int. I doubt any really bad dancers would bother trying this, just think how many people want to "opt out" of the qualifying round for the team match.

I would leave the novice comp out anyway, because it's basic steps and thus a completely different event.

Other than the dress-restriction, I think it could work quite well. I don't think you can say there isn't a problem now. It seems to be one of the big sources of complaints on the circuit, so that's a problem, even if most complaints are unfounded.

I just think this would be a nice way to encourage people to give the advanced a go. Maybe not for IVDA (due to dress issues) but another comp. could try it?
