Nice idea in principle, but suffers two practical problems:
1) There are no dress restrictions in advanced, there are in the other two cateogories.
2) Time. Assuming that nobody changed standard, this proposal would have added 21 minutes this year. Plus Ali's suggestion, that means we are adding about an hour to the competition. Furthermore, this has a snowball effect onto the Novice competition, making them huge monstors. This assumes that rounds of 18-19 are perfectly acceptable, which is debatable to say the least. If the numbers did even out, then the time problem would become worse.
Given these practical problems, it's probably not worth the change, which would then require the offbeat to be completely eliminated to make enough time (or other similarly draconian measures).
Furthermore, there is he following dangerous possibility:
It would be possible for an absolutely terrible dancer to dance three times without getting a single recall under the new system, by failing to make the second round of advanced, intermediate, and then novice.
Personally, I think the current system works fine, and I don't think it's worth making the sacrifices that would need to be made to accommodate this suggestion to solve a problem that doesn't really exist. For instance, a simple qualifying round with everyone in would no doubt solve the problem, but would add lots of time and clearly isn't necessary.
