Sony introduced the various projects and the applications with FeliCa Contactless IC card system, which are the public transport, vending machines, photo services and many other services in Hong Kong, the buses and taxies in Shenzhen, China, the public transport in Singapore, the railway and e-money services in Japan. Sony emphasized the features of FeliCa system such as the high security, the high speed, the flexible access key and rights management, and the convenience and flexibility of use. PERTH’S ERG GROUP WINS WITH MOTOROLA MUSCLE Developed in Perth with the assistance of an Australian Federal Government research and development grant, the ERG Group’s multi-application smart card solution software is the first of its kind in the world. In 1997 ERG implemented Hong Kong’s integrated ticketing system ‘Octopus’ for Creative Star Limited. The system was designed and manufactured entirely in Australia and over 6 million cards have been issued to more than 80 percent of the population of Hong Kong. About 50 cities around the world are actively reviewing the Octopus system to determine their own needs. ERG’s global alliance with Motorola saw it win all four of the major transit ticketing contracts awarded internationally during 1999 – Berlin, Rome, San Francisco and Singapore. The software provides ERG Motorola Alliance-designed and implemented transit systems with a scalable, extendable, low risk clearing house solution to large and small smart card scheme requirements. In 1992, ERG Telecommunications, a subsidiary of the ERG Group and Nokia began a collaboration with ERG Telecoms acting as a traditional contract manufacturer, supplying Nokia with base stations to support the deployment of the Optus GSM network. Today this has evolved to where ERG’s Perth manufactured base stations have been integrated into Nokia-supplied GSM networks in Australia, SE Asia, China and Europe. The Hong Kong System, which was introduced in September 1997, now handles 3 million transactions per day on a card base of 4 million issued cards (with a further 2.8 million currently being issued). In the past two months its operation has been extended outside public transport so that the card can now be used in payphones. The new contracts are as follows: A contract to provide second-line maintenance and technical support for the hardware and software comprising the total Creative Star System for two years with a two year option. The total value of this contract is expected to exceed HK$70 (A$14.7) million if the option is exercised. A contract to upgrade the capacity of the computer system to increase the daily transactions that can be processed from 4 million to 10 million per day. A provisional contract to provide additional add-value machines for the network in Hong Kong, subject to final approval. These contracts are in addition to recently announced contracts to fit out a further 2,000 buses for Kowloon Motor Bus and City Bus. The total value of these contracts and the settlement of outstanding variation claims should exceed HK$150 (A$31.5) million. The resolution of the variation claims follows an earlier settlement of variation claims achieved with Creative Star in March 1997. As a result of this settlement all variation claims to date have been resolved commercially between ERG and Creative Star without the need to resort to arbitration. The addition of the above contracts brings the total contract value to approximately HK$650 (A$136.0) million. The System in Hong Kong is the most broad-based contactless smart card system in transport in the world today. With more than 4 million cards, fully inter-modal between rail, bus and ferry, and central processing, the System is THE contactless smart card reference site for transit authorities globally. Smart Cards Help Transit Authorities Close the Subsidy Gap Paul Gooderham Mississauga Ontario Canada -------------------------------------------------------------------------------- A smart card is a credit card sized "passive computer" that becomes operational when connected to a power source either directly (contacted) or through a radio frequency inductive field (contactless). Smart cards used as transit fare instruments can be configured to hold stored rides, period passes or stored value (money) as well as other non transit applications like loyalty programs or electronic cash. INCREASED REVENUES AND REDUCED EXPENSES. Smart cards can help transit authorities increase transit revenues in a variety of ways. Being virtually impossible to counterfeit, they dramatically reduce most forms of fare evasion. Transit authorities can optimize their fare/service balance through more flexible and marginal fare pricing (e.g., by zone, distance, or time of day). Smart cards can be part of creative promotions and co-marketing strategies to increase total ridership. Operators can earn interest from money deposited on fare smart cards and transit authorities can charge transaction fees for other uses of the card (e.g., taxis, highway tolling, retail), making the card itself, a revenue generator. Smart cards enable transit operators to reduce operating costs tied to the handling and potential loss of cash, as well as many maintenance and staffing costs for fare collection systems. HONG KONG'S SMART CARD SYSTEM. Of the 10 million transit journeys in Hong Kong each day, 74% are by public transport and approximately 50% are completed using fares paid with smart cards. The introduction of contactless smart cards into Hong Kong transit systems was coordinated by Creative Star, a consortium of major Hong Kong transit operators including MTRC (Mass Transit Railway Corporation), KCRC heavy and light rail (Kowloon-Canton Railway Corporation), KMB (Kowloon Motor Bus), Citybus, and HKF (Hongkong and Yaumati Ferry). Beginning revenue service in September 1997, the system now handles over 4 million smart card transactions daily with almost 5 million smart cards in circulation. BENEFITS. Smart cards have increased system reliability. Failures dropped from 1 in every 3,200 uses for the previous magnetic system to better than 1 in every 700,000 uses for the new smart card system. Passenger throughput has increased over 20%.
