The bottom line is coaching and interest. 9.00 min 3000m runners can become great cross runners over 3-4 years of training. To look and see that canadian schools have cuts for cross and indoor cross is a joke. There is enough talent that stay's in Canada to produce 50 14.30 5000m runners. It is not getting done. That is the bottom line.
