Correct. There are signalled 13 and 14 programs (not services) on the two frequencies. Your receiver probably show 13 and 14 programs as it reads the programs signalled in the MPEG-2 Program Accosiation Table (PAT) on PID 0. The reason why there is no label is that there is no Service Description Table (SDT) that fits the TS_Id=1 in the PAT. I believe the PAT TS_id has been set to 1 on purpose as it can easily be changed back on the local transmitter. Lyngsat lists a different TS_id and it could have been changed after the signal was on air in W2.

Other receivers read DVB-SDT table on PID 17. This wont work as the transportstream ID in the PAT table is not found in the SDT - in addition to that there is no SDT sendt for the "actual transponder" but I think thats purely down to settings done on purpose cause then there will be no service names & no romours....or..
Receivers will not indicate any services at all.

I think this transmissions is feed for DTT transmitter. They need a way of getting the signal out to the transmitters when there is regional variations. There are three options, radio links, fiber network or satellite. SC-4 = Wales. TeleG = ?

MPEG-2 use the term 'program' and DVB use
the term 'service'. It does the same 'job' but there could be more programs than services although its quite rare.
