Subject: NAVAL Criminal Investigative Services...but seriously, I suppose they're based in L.A., because there are a number of Navy and Marine installations within shouting distance of LA and to the south San Diego, and to the north San Francisco, so it's centralized to those on the west coast. Also, they use "Bay Watch" officers from Malibu as back-ups!
