The Ships I was on Pat always had a crew member on gangway watch and engineer on engine room duty and a watch keeper(1st/2nd/3rd mate ) on deck watch. Lets nor forget in open harbours ropes and springs had to be checked and you didn't want any old 'tom dick or 'arry 'walking into crews accommodation.
