Do you get a lunch break? Do you get to stop working and do what you want for a half hour, hour or whatever is normal where you work? Most city workers take 2 hour lunches, so why can't Doug take a lunch break and do what he wants?

It is the law that employees receive a lunch break. Because safety service people can not be promised time off the clock for lunch, there are some special rules that apply. This is why you see officers sitting inside places eating or going home for lunch, etc. What Doug did is no different. He just choose to spend his break doing something he wanted to do.

A police officer works on calls. They patrol when free. Some sit and sleep. As long as they answer their calls and do their job, who cares if they stop by an election event. They are allowed to stop by Fall Fest and watch the concerts. They are allowed to go home. They are allowed to go to the store. Why is the campaign event any different? I do not see where he broke the law. If his employer said don't go to a campaign event, then he broke the rules, but not the law.
