Last year, I'd asked the auditors office for the minutes of the budget hearing, but was informed there were no minutes since it was a "hearing" and not a "meeting.".

I can't make the hearings. Does anyone know if there will be video or any type of record of the hearings available to the public?

Of Course I am not surprised to see Dearborn County Prosecutor F. Aaron Negangard implicated in a Grand Jury Scandal, it's just unexpected to see Special Judge Brian Hill accidentally do it in such glaring fashion. In an apparent attempt to give Barbara Ruwe the green light to alter the audio record of the grand jury to match the incomplete transcription, Hill inadvertently accused Negangard and/or Ruwe of committing a crime. Hill's order states: "It is the Court's understanding that the Grand Jury impaneled for this matter also heard evidence in four to five other Grand Jury proceedings during this time, often going back and forth between all of the cases. The audio recordings being released shall contain only the matter regarding Daniel Brewington and no other Grand Jury proceedings." The problem is there is no record in the grand jury transcripts of Negangard alerting the grand jury when the focus of the investigation shifted back to my case. Either Negangard presented evidence of other cases as if it applied to my case or Ruwe omitted information in transcribing the audio. Either one is intentional and a federal offense when done in a conspiracy to deprive a person of civil rights. Hill making up the story works well in my favor as well. It appears that Dearborn County Superior Court II Court Reporter Barbara Ruwe selectively transcribes audio from Grand Jury proceedings at the direction of Dearborn County Prosecutor F. Aaron Negangard. If Ruwe accurately transcribed the record of the proceedings like regular court proceedings, why would Dearborn Superior Court II release both the transcripts and audio from court proceedings but only release transcripts and not the audio from grand jury proceedings? It scares me to think what transpired in the Kathy Hess grand jury. No wonder Negangard left Cleary's Court and took the Hess persecution to Judge McLaughlin's Court because Mclaughlin allows her court reporter to omit portions of official grand jury proceedings to assist the prosecution's case. Barbara, just as you may have observed during trial, the law often shows mercy on those who are the first to speak out. Here's an attempt to reveal #grandjurycorruption

I took a step back and assessed my options and discovered there's only one direction for me to go; forward. I'm working on the following Petition for Post-Conviction Relief because I'm not going to let Negangard get away with having me indicted and convicted for criminal defamation, while Chief Justice Loretta H. Rush and the Indiana Supreme Court uphold my convictions by substituting a "hidden threat" argument for Negangard's criminal defamation argument because Rush said it was "plainly impermissible." As for the alleged ďvictimsĒ in my case, Judge James D. Humphrey and Dr. Edward J. Connor, how can my writings be considered criminal yet no one has ever made any effort to have my alleged criminal writings removed from the internet? The two of you are detestable enough for how you abuse children in the family court system. Abusing the criminal process by climbing under Negangardís wing and allowing him to circumvent civil defamation procedures should place you in the middle of harsh public criticism. If Indiana doesnít believe I have a right to counsel, evidence, and knowledge of what I was supposed to defend, then Iím going to continue to climb any ladder necessary to get my case before a federal court. So call your buddies Humphrey, Negangard, and Rush so you can have your backroom conversations about how you are going to continue to deprive Dan Brewington of basic constitutional rights because Iím going to continue to fight fair because thatís what I do. As for the detractors who claim I am psychologically disturbed, then I should have been provided with a psychological evaluation at trial and legal counsel willing to meet with me. Itís one or the other. Either Iím crazy and needed psychological attention during trial or there is nothing wrong with me psychologically and the State of Indiana made up the psychological problems it used to justify depriving me of my children and my freedom. So a city of Lawrenceburg garbage truck gets in a collision with a bicyclist a few days ago and the Indiana State Police are called to take the case due to it being a conflict of interest for LPD to handle it since it involved a city vehicle. Makes sense and it should be done that way. My issue is about a week and a half ago I know someone who was hit in their vehicle by a city of Lawrencebug garbage truck and Lawrenceburg police did the report first then state police were called in when the driver felt like they weren't being treated fairly. Just seemed odd that it was a conflict of interest in one case, but not the other. Or was it one was easier to cover up than the other.

I want to know how come the proposed Courthouse Annex has turned into such a big project? The needed a bit more than half of what they are asking for.
The blog notes show that Dennis Kraus is asking all kinds of questions about this. He seems to have done his homework. How come the designer and construction manager didn't? And why weren't the citizens asked for opinions during this behind the scenes work? Afraid of ideas that conflict with their pre hatched plans?
This project is starting to reek of special interests. And the officials know it. Their administrator won't be able to keep a lid on this mess.

(AP) -- The darkened, slightly raised scars that cover nearly every inch of Charity Lekeia Brown's body are a daily reminder of a brief but frightening stay at Tippecanoe County Jail last year.... Within days, however, blisters developed around her mouth, her eyes began to swell and her breathing became labored. Panicky, she called for a jail officer at 12:30 one morning."I pushed the button, let them know I was having trouble breathing," Brown, 25, recalled. "They gave me a medical slip. ... I never saw a doctor....Days later, Brown was in Methodist Hospital in Indianapolis recovering from Stevens-Johnson syndrome, a sometimes fatal disorder caused by an allergic reaction to medication. It causes the skin to essentially burn off from the inside out.
While in jail, Brown had been given a seizure medication that was not her usual prescription. ...Charity Brown's ordeal, she says, began when she was treated with Dilantin instead of her regular seizure medication, Lamictal, while in jail. The decision was made by a doctor she never saw or talked with, Brown said.She further claims that two nurses who treated her claimed nothing was wrong....
"There was just so much pus and discharge that it sealed my eyes shut," said Brown, who was hospitalized at Methodist for a month. "It was painful to open them.
" ... I could not see. I could not see at all. I felt like I was burning. My whole body was burning."

The following is a link to the Indiana Department of Professional Regulation. The litigation documents (Medical Licensing Board of Indiana & Medical Licensing Board of California) concern Dr. Ron E. Davis and include the "charges and allegations" "conviction" and the terms of his "criminal probation" in California.

And a filing by the State of Indiana, by counsel, Pamela Carter, Attorney General of Indiana:

"....Indiana Code 25-1-9-4 (a)(2) to wit: the practitioner has been convicted of a crime that has direct bearing on the practitioner's ability to practice competently...."

Davis is what, Les Singleton, an official at Advanced Correctional Healthcare, describes as a "circuit rider." Davis was deposed in Strayer v. Dearborn county.

Dr Johnson- CEO of Advanced Health Care. Nurse has to do Physicals on inmates. Looking at our first lawsuit since a non- trained person got in the way of medical care. Looking for a full time LPN and cost effective rather than an RN. There will be 24/7 coverage eventually. There is more money for supplies and medications. There is no way around this. This large a jail should not be operated with one nurse. Jail nurse and medical assistant. She does not have the correct licensing. Also a $400,000 request for medical. The medical assistant is not in that number. If Advanced Medical provides the nurse- then they are liable if sued. If we do- then we are liable. They plan on hiring LPN.....

Randall gave the commissioners perspective she said. She said Commissioners had some concerns about the language in the contract. DCHospital is excited about providing the service at a lower cost. Contract has not been put out to bid. That is just to be sure we get the best value. Insurance company has been brought to the table. Keep current provider for now and look at this. Still use the Personnel advisory committee for what it was designed for. However the sheriff makes this decision. But the county is the one who has to deal with the liability. Majority is about civil rights- did we make the right decision about medical care. Hospital will have a proposal in the next 30 days. [NOTE: News to me - This was not discussed at commissioners meetings.]

Council decided to have $300,000 in there and if we need additional they can come back for that. Dr Johnson reminded them that DCH works with them now on patient care there. Leaving the nurses as they are for right now.

No matter how hard they try, I refuse to kneel before tyranny. Here is a link to my blog post concerning my Writ of Certiorari I filed with the United States Supreme Court. Indiana Supreme Court Chief Justice Loretta H. Rush did everything in her power to construct her opinion in a manner than would ruin my chances to appeal to the high court of the nation. Unfortunately for her, she may have left the door wide open. The Writ has dialog from the grand jury proceedings where Negangard told the grand jury they could indict me for making "over the top unsubstantiated" comments about Judge James D. Humphrey so I provided Humphrey's testimony before the grand jury where Humphrey testified before the grand jury that my speech went beyond First Amendment Protections. A judge testifying that slanderous speech against him is a crime. Look that up in the code of conduct.

On a side note, I feel for the Hess family and their legal battles as I question how Prosecutor F. Aaron Negangard could be employed as the County Dogcatcher after Justice Rush ruled he didn't know any better when he brought an impermissible criminal defamation case against me. I will be pursuing that issue....

Funny how none of them seem to mention that county council and commissioners get health insurance for what is a parttime job (if that) and maybe they should look there for cash. This is probably another example of what the Indiana Judicial System believes to be my "inability" to accept responsibility for my actions because I refuse to "move on." The problem is now I have to take responsibility for other people's actions as well. Check out the blog demonstrating how Indiana Supreme Court Chief Justice Loretta H. Rush claimed that both Negangard's malicious prosecution and the misconduct of the jury in my trial were somehow my fault. This is why I will be petitioning the United States Supreme Court. There is no such thing as reasonable trial strategy when even Indiana Supreme Court Chief Justice Loretta H. Rush claims Dearborn County Prosecutor F. Aaron Negangard prosecuted me for constitutionally protected activity.

Just came across a site that you can find out salaries of any government employee in Indiana. I thought it odd that Lawrenceburg approved the Chief a raise to $90,000 in 6/2013 and his salary for 2013 was 104,920.81 and the assistants salary was 100,021.18. The assistant chief made double the salary of the assistant chief of Greendale. Not to mention salaries of other county individuals Shane McHenry made $4,000 more than the other two commissioners. Dear James,

I hope you enjoyed your Father's Day. Maybe you had the opportunity to spend it with your children. I on the other hand did not because you decided to error on the side of extreme caution in your orders, filed August 18, 2009, when you suspended/terminated ALL visitation I had with my 3 and 5 year old daughters until I underwent a psychological evaluation. Then you claimed ignorance of Appellate Rule 39 and claimed you did not have jurisdiction of my case while it was on appeal. (App Rule #39 states "An appeal does not stay the effect or enforceability of a judgment or order of a trial court or Administrative Agency unless the trial court, Administrative Agency or Court on Appeal otherwise orders." Then you continued to stay on my divorce case until June 14, 2010 despite later claiming my actions caused you to fear for the lives of your family in August 2009. Your delay in withdrawing made it impossible for me to get a hearing to have an evaluator approved until November 24, 2010. It was shortly after the new judge in my case appointed an evaluator that I was arrested for allegedly intimidating you. I spent 2.5 years behind bars because I was portrayed as a scary individual; mostly based on your "observations" and opinions of me, despite the fact you never held me in contempt or ever sought any protective orders against me like any other citizen would have to do. Throughout my trial, Prosecutor Negangard, who referred to you in the grand jury proceedings as "Jim" as if you were close friends, harshly criticized me for never seeking an evaluation to see my children. Even your lovely wife, former advisor to the Ethics and Professionalism Committee of the Indiana Supreme Court stated the following during my sentencing hearing, "He was given a simple request and instead he's turned that request, instead of seeking help, he's used this to intimidate my family and I, and to this day I am scared of him." Did you tell her you were the reason there was a delay in my attempts to be evaluated? Justice Rush cited your conclusions as a reason you should fear me but apparently your conclusions were incorrect. To place "context" on my alleged "hidden threats," Rush used Dr. Connor's findings and your decree to establish that my alleged "hidden threats" were true threats of physical harm. Well this Father's Day I wanted to give you something special. I'm aware that my flawless parenting record, history of non-violence, and Dr. Connor recommending liberal parenting time was not enough for you to trust I do not present a danger to anyone. That's why I am giving you a look at Dan Brewington's psychological evaluation for a Father's Day gift. I just wanted to put your mind at ease that I am going to continue to be a non-violent person just as I have for the first 40 years of my life and here's the psychological report to back it up. Any future writings of mine criticizing you for making my children fatherless for the past 5 years should not be confused with hidden threats of illegal conduct, as they are justifiably harsh criticisms for you going to such measures to punish a father for criticizing your court and the "professionals" you protect. Please take some comfort in now having evidence that I am not a danger to anyone. Please pass the word to Mrs. Humphrey there is no need to fear me because I justifiably criticized her husband for stripping my daughters of a father without any justifiable reason. Next time you talk to Prosecutor Negangard, you can inform him of the misunderstanding about my level of dangerousness as perceived by the paranoid unethical members of the Indiana Judicial System. You have a very Happy Father's Day.

If anyone had any doubts as to the lack of credibility in the Indiana Judicial system, they need only to read the discrepancies and inaccuracies I included in my Petition for Rehearing and Motion for Judicial Disqualification of Justice Loretta H. Rush. What the Indiana Supreme Court did to the United States Constitution was nothing short of treason. If the Court's mistakes and illogical findings were an "accidental" result due to Dearborn County Prosecutor F. Aaron Negangard manipulating the trial record and abusing grand juries, then the Supreme Court should send down state officials in full force to investigate corruption the Dearborn County criminal justice system and how the conduct infringes on the rights of US citizens. I still find it mind boggling as to why the high court of the state of Indiana would go to such extremes to protect Judge James D. Humphrey. Check out my Petition for Rehearing and Motion for Judicial Disqualification for more information. One thing is certain, there is little doubt as to why the Supreme Court wants to stifle speech regarding the conduct of judges.

The pictures of the design on the Register website-( even though it is a draft design, it is dated as recent- May 1-) don't seem to reflect the neighboring building designs. When was the historical society or whoever called to weigh in on this?
The interior movement seem designed to impede access to one opening. That makes it seem like we have a government afraid of the people. Is security that big an issue?
The cost of this is not evident, but exploring the option of adding to the administration building as suggested in the article seems prudent. Moving nearly entire floors of buildings around seems expensive- why not expand within the vacated space of the courthouse itself?
And the article says there is no alternative.

Supreme Court Justice Loretta Rush littered the Supreme Court's decision in my case with different variations of the word "violence" and claimed I demonstrated violence against Judge James D. Humphrey and Dr. Edward J. Connor. Only problem; it never happened. You don't have to take my word for it, just look take a look at Dearborn County Sheriff Michael Kreinhop's testimony during my criminal trial. He said there was no violence. Justice Rush lied in her decision in order to side with a pathetic Judge Humphrey rather than protect the First Amendment of the United States Constitution. Not very becoming of a Supreme Court Justice. (See the blog for evidence of Rush and Humphrey graduating from law school together and serving on the same Supreme Court committee for several years.)

I have a question in regards to a public official's holding two offices within the same county. Isn't he, the prosecuting attorney suppose to represent the state of Indiana in all felony and misdeamenaor criminal cases? Why should he be allowed to find a loophole in the law and give the appearance of conflict of interest? How many times has McHenry recused himself of important county commissioner votes because he was in a conflict of interest working as a special crimes unit investigator while on the county dole and therefore in reality having the ability to vote himslef a raise or money to be appropriated to his department? Isn't the DA smart enough to see he should not be helping McHenry get elected and simultaneously think that switching the source of the grant money and trying to find a loophole in ethical???? I mean this bothers me so much that he is even trying to skirt the law as our prosecutor!
According to the AG's dual office holding guide, "...even if there is no injury or actual benefit from the conflict of interest, the law does not permit public servants to place themselves in a situation where they may be tempted to do wrong. To deter conflicts of interests, the courts hold all such conflicting employment VOID!"
Why are they blatantly skirting the intent of the law???? Is this proof they are corrupt? Should a compliant be made to their board of ethics? Can the citizens bring a class action law suit if McHenry wins the election and Negangard doesn't remove him from his investigator job?
According to the AG's guide "The employing governmental entity(i.e. SCU) must either remove the employee or forfeit a portion of the federal assistance equal to two years salary of the employee."
I mean the County Republican Chair also works in the DOJ, why are the Republicans so excepting of this poor decision making, and appearance of corruption and malfeaseance?
Don't Dearborn County resident's deserve lawyers and DA'a with high ethical standards? Why does it seem everyone just excepts corruption as "the way it is"? It doesn't have to be that way. Shame on the 9% of Republicans that voted for these shameful public servants this past Primary!
I hope there is a lawyer that reads this that is not connected to the DA and McHenry that can give me unbias answers to the questions.
Any Republicans out there with real intelligence and sense of ethics should vote for the Democrat, because they can't be worse than these two.

In 1998, a former ward of the state broke into Indiana Supreme Court Justice Loretta Rush's home and tried to murder her husband. In 2014, she wrote the opinion in Brewington's case involving what Justice Rush considered to be hidden threats against Judge James D. Humphrey and his family. Were Brewingtonís statements true threats, or did the 1998 home invasion and attempted murder of her husband skew her objectivity?

It's quite frightening what lengths the Indiana Courts will go to in order to protect their own judges. Hell they even threw Negangard under the bus in order to dismiss my ineffective counsel claim. Here is the beginning of an analysis of the Supreme Court's decision. In just two sentences, Justice Rush included partial quotes of mine to help demonstrate that I was obsessive and dangerous to Dr. Connor. The problem is she failed to mention the context of the quotes and the fact the quotes were taken from three blogs that were written over the course of a one year time frame. She bunched together my broken quotes about Dr. Connor to support upholding my conviction of Attempted Obstruction of Justice. Oh yeah, I forgot to mention the quotes came anywhere from 6 months to nearly a year and a half AFTER Dr. Connor testified in my divorce. The Indiana Supreme Court used my statements retroactively to support an alleged crime that occurred up to 1.5 years prior to when the statements were actually made. To put it simply, the Indiana Supreme Court upheld my conviction of attempted obstruction of justice of my divorce proceeding for my actions occurring after my divorce proceeding.
