As far as I know, Sue Dudgeon is the only candidate running that is fully qualified. The next certification course is being held in Feb 2013, so no one else can be certified before taking office.

It is my understanding that this course is very difficult and there is potential for failing. Many people have had to take it multiple times before being certified. This leads me to my next concern.....if we elect someone that is not certified and they do not pass the course in Feb 2013, what happens?

I am not up on all the political end of things, but I would like to know why someone can run for an office they are not qualified to hold? Can anyone run for prosecutor, judge, sheriff, coroner, etc? I understand that with some offices there are no certifications that need held, but some offices do have certifications. It seems that we need a better system.
