 one word explains it. Collusion. One "family" owns most of the gas stations and if they aren't part of the "family" they call each other to set the prices so there is no bidding war. Go into any gas station in southeast Indiana and ask the guy behind the counter his last name and what country he is from. Same name? Same country?
