I'm amused at the mention of plaques to "honor themselves". No doubt the new jail is planned to have one or more names on it so they can pat themselves on the back and give themselves notoriety in the annals of history.
Similar to the way dogs lift their leg to lay claim to every tree and fire hydrant to remind other "big dogs" they were there.
