While she still thought Joe seemed like a nice guy she admitted that something wasn't right. I believe Joe knows more than he lets on and that he and his wife have a "what's mine?" mentality. Joe likely thought it was funny as hell that he got away with a well running vehicle and I'm sure they both got along just fine on his wife's "bonus". While her actions are assuredly criminal she will be prosecuted while his actions will likely be swept under the rug. I think Hastings will work to do that.
