1. Is a referendum required by law if the jail expansion is paid with a mix of funding that puts the tax increase portion well below the $12 million limit?
For example, if the county uses $7 million of Riverboat Revenue Savings account money and taxes the public to pay for the remaining $8 million bond payments, does that require a referendum?
2. Is it legal to have a unanimous Council vote be necessary to spend Riverboat Revenue Savings Account money? Or is a super majority legal?
