Dubrule to challenge Brewer

ASHBURNHAM -- Daniel D. Dubrule says he has seen things in the political world "going on for too long" in a fashion he doesn't think is fit for the commonwealth.

Dubrule, a 42-year-old Republican, has thrown his hat into the ring for the 38th State Senatorial District, running unopposed on the primary ballot. He will face incumbent state Sen. Stephen Brewer, D-Barre, in November's election.

"We're seeing unresponsive representatives and higher taxes," Dubrule said Sunday afternoon. "I'm ready to represent the people and not special-interest groups. My goal is to roll up my sleeves and get things done."

With the "ugly truth" about politics in Massachusetts coming out as elections draw closer, Dubrule says he has several goals that he'd like to accomplish if he were to be elected.

According to a press release announcing his candidacy, Dubrule aims to "bring balance to the one-party rule on Beacon Hill," promising to fight for lower taxes and stop wasteful government spending. He also looks to bring jobs to Massachusetts and the 38th District -- which includes Ashburnham -- as part of his duties.

A resident of Central Massachusetts his entire life and a 1987 Leominster High School graduate, Dubrule served in the Army Reserves for 16 years and as a state correctional officer for 20 years before retiring to become a licensed insurance producer.

conservative campaigns, as well as being a member of the American Veterans and the National Rifle Association of America.
"I think people have had enough of what's going on with our state government," said Dubrule, a Massachusetts and National GOP member. "We want people to get involved in making changes now and not wait until November."

DUDLEY — Michael J. Rivera, 50, of 33 Lakeview Ave, died Friday July 23, 2010 in Tuffs New England Medical Center, Boston after a struggle with heart disease.

He leaves his two sons: Nicholas Rivera and Alexander Rivera of Dudley; one sister, Holly LaMountain and her husband Henry of Oxford, MA; three brothers: Joseph Motrucinski and his wife Carolyn of Webster, James Rivera and his wife Lori and Robert Rivera and his wife Kelly all of Dudley, MA; his companion, Denise Aguilo; several nieces and nephews; and former wife, Susan (Rock) Rivera of Worcester.

He was born in Webster, MA, the son of the late Jesus Rivera and the late Linda (Jodoin) Motrucinski and has made Dudley his home for the past 25 years.

Michael graduated from Bartlett High School. He was a corrections officer for 20 years at Cedar Junction in Walpole. He transferred to MCI Shirley when they opened and had recently retired after 30 years service to the Commonwealth. Michael was a 22 year member of the Webster Fire Department and had retired as a lieutenant. Mike enjoyed spending time with his boys, hunting, classic cars and snowmobiling. Many will remember him with a microphone in his hand for his love of Karaoke.

Funeral services will be held Monday, July 26 at 10:00 AM in Bartel Funeral Home & Chapel, 33 Schofield Ave., Dudley. Burial will follow in St. Joseph Garden Of Peace Cemetery, Webster. Calling hours will be held on Sunday July 25 from 4 to 8 PM at Bartel Funeral Home & Chapel, 33 Schofield Ave., Dudley. Flowers may be sent or donations to a charity of ones choice.

At a time when our president and other politicians tend to apologize for our country's prior actions, here's a refresher on how some of our former patriots handled negative comments about our country.

JFK'S Secretary of State, Dean Rusk, was in France in the early 60's when DeGaule decided to pull out of NATO. DeGaule said he wanted all U.S. military out of France as soon as possible.

Rusk responded, "Does that include those who are buried here?"

DeGuale did not respond. You could have heard a pin drop.

When in England , at a fairly large conference, Colin Powell was asked by the Archbishop of Canterbury if our plans for Iraq were just an example of 'empire building' by George Bush.

He answered by saying, "Over the years, the United States has sent many of its fine young men and women into great peril to fight for freedom beyond our borders. The only amount of land we have ever asked for in return is enough to bury those that did not return."

You could have heard a pin drop.

There was a conference in France where a number of international engineers were taking part, including French and American. During a break, one of the French engineers came back into the room saying, "Have you heard the latest dumb stunt Bush has done? He has sent an aircraft carrier to Indonesia to help the tsunami victims. What does he intend to do, bomb them?"

A Boeing engineer stood up and replied quietly: "Our carriers have three hospitals on board that can treat several hundred people; they are nuclear powered and can supply emergency electrical power to shore facilities; they have three cafeterias with the capacity to feed 3,000 people three meals a day, they can produce several thousand gallons of fresh water from sea water each day, and they carry half a dozen helicopters for use in transporting victims and injured to and from their flight deck. We have eleven such ships; how many does France have?"

A U.S. Navy Admiral was attending a naval conference that included Admirals from the U.S., English, Canadian, Australian and French Navies At a cocktail reception, he found himself standing with a large group of officers that included personnel from most of those countries.

Everyone was chatting away in English as they sipped their drinks but a French admiral suddenly complained that, whereas Europeans learn many languages, Americans learn only English. He then asked, "Why is it that we always have to speak English in these conferences rather than speaking French?"

Without hesitating, the American Admiral replied, "Maybe it's because the Brit's, Canadians, Aussie's and Americans arranged it so you wouldn't have to speak German."

Robert Whiting, an elderly gentleman of 83, arrived in Paris by plane. At French Customs, he took a few minutes to locate his passport in his carry on.

"You have been to France before, monsieur?" the customs officer asked sarcastically.

Mr. Whiting admitted that he had been to France previously.

"Then you should know enough to have your passport ready."

The American said, "The last time I was here, I didn't have to show it." "Impossible.. Americans always have to show their passports on arrival in France!"

The American senior gave the Frenchman a long hard look. Then he quietly explained, ''Well, when I came ashore at Omaha Beach on D-Day in 1944 to help liberate this country, I couldn't find a single Frenchmen to show a passport to."

The AG is no friend to COs, she and her AG office has turned her back on COs.
We called for help and she never answers but she will run any CO up the flagpole at the drop of the hat.
We are getting killed at work and she could care less!
Wear your outside the joint CO garb but nothing issued by the DOC.
Lets show Martha Caokley how we can help things go around that come around. Let's welcome Mr. Clinton at a huge rally this coming Friday, January 15th, 4:30 p.m. (get there early) at WPI, Alden Hall, Institute Road (off of Route 9), Worcester. Imagine . . . hundreds, maybe even a thousand Scott Brown supporters outside, chanting and cheering, yet polite and well behaved while the union thugs with the Coakley signs are there holding a sign at $50 a pop.

Let's show them how grassroots campaigning really does work when there is passion and how ultimately, we can and will win this election for the people.

Mandatory Overtime = Sleep Deprivation

Remember that one little question on your application process that stated, “Are you able to work mandatory overtime” and you marked yes because you were excited to get into the system and started on your chosen career? Looking back do you ever wish you would have marked NO? In no other profession is there such a high turnover rate requiring so much forced or mandatory overtime on its personnel. It was not uncommon for the entire third shift officers to be mandated to stay for the entire first shift 5 days a week making for an 80 hour work week. 40 plus hours of overtime a pay period was the normal not the unusual and after a while you began to hate telephone calls after 4:00 in the morning. I always wondered what the effects of the daily stress and forced overtime did to a body.

From shift to shift the correctional officer is tasked with policing this violent institutional subculture. Being subjected to this violent subculture on a daily basis is a stressor in the career and life of a correctional officer. These stressors can cause the correctional officer to experience more health issues, have a shorter life span and on average die at an earlier age than the average worker. Stress is not only harmful to the stressed officer or correctional worker but is also difficult to the profession and to the lives of others working in the institution. Burned-out officers frequently loose interest in their jobs, become passive instead of active in carrying out post and institutional orders, and let things inmates do, go without consequence. Thus harmful incidents may occur that could have been avoided if handled properly from the beginning.

Stress is not always a direct association of the inmate population. Other byproducts of the profession can cause stress and impair functioning of the correctional officer. Shift Lag is one of these byproducts. Shift Lag is when the stress and physiological fatigue of shift work causes one to become irritable, experience impaired performance, and a feeling of being hypnotic both on the job and in personal affairs

In a study published recently in the British journal Occupational and Environmental Medicine, researchers in Australia and New Zealand report that sleep deprivation can have some of the same hazardous effects as being drunk. Getting less than 6 hours a night can affect coordination, reaction time and judgment, posing “a very serious risk.” Drivers are especially vulnerable, the researchers warned. They found that people who drive after being awake for 17 to 19 hours performed worse than those with a blood alcohol level of .05 percent. That’s the legal limit for drunk driving in most western European countries, though most U.S. states set their blood alcohol limits at .1 percent and a few at .08 percent.

For correctional, in particular, current research has indicated a relationship between extended shifts and generalized poor performance. Overtime often comes at the expense of sleep. A 1992 study, conducted by the American Journal of Public Health, found that nurses in Massachusetts who worked variable schedules (including mandated overtime shifts) were twice as likely to report an accident or error and two-and-one-half times as likely to notify supervisors of near-miss accidents. With regard to healthcare professionals, sleep deprivation has been implicated in deadly medication administration errors and decision-making processes during critical patient assessments. Studies have shown that night shift workers have the highest incidence of fatigue due to sleep deprivation.

Many correctional professionals will attest that sleep deprivation from shift work may lead to occurrences that jeopardize not only themselves, but also other officers and inmates. Fatigue from long shifts can reduce attention to detail, affecting critical thinking and performance. Although sleep is not cumulative, sleep deprivation is. The more hours a person works, the longer it takes to complete a task. More mistakes are made, and alertness is markedly decreased. In addition to reduced efficiency, sleep deprivation slows down recovery processes and impairs host defenses, increasing susceptibility to infection. It influences the potential for developing other disorders as well. In particular, losing sleep heightens the risk for type II diabetes, moodiness, and obesity. All these ailments will in turn lead to more call offs and more need for mandatory overtime.

Shift working correctional officers affected by sleep deprivation experience a greater incidence of diarrhea, constipation, ulcers, and heartburn. As if this were not enough, their risk of cardiovascular disease is increased by to 50 percent. Women shift workers are more vulnerable to reproductive problems, from disrupted menstruation and difficulty conceiving, to miscarriages and premature births. For example, 55% on midnights showed “elevated waist circumference,” more than double the percentage found in the other 2 shifts. Half had sub-desirable levels of “good” cholesterol, compared to 30% on days and 44% on afternoons, and 25% had high blood pressure, compared to 15% on days and 9% on afternoons.

Getting six or fewer hours of sleep each night is just like being drunk. Consider that most the legal blood alcohol content is .08. When you’ve been up for 18 hours, studies show that you function as if your blood alcohol content were .07. After 24 hours without sleep, you’re at 0.1 the same as a drunk driver. Now picture yourself after a 16 hour mandated overtime from third shift to first. At that point, you’re fighting sleepiness, you’re more irritable, and you have increased risk of accidents both at work and while driving. That is when you see people drinking a lot of caffeinated beverages, popping out of their chairs at work more, using physical activity to keep themselves awake.

So administrators you now have to calculate more than the financial cost of forced or mandatory overtime at your facilities. What would a legal suit bring against your agency for an auto accident following an officers 16 hour shift of mandatory overtime? What about the obvious policy violations overlooked by sleepy officers on the pod? Inmates love staff shortages because they then know that there will be a new officer working their unit, who does not necessarily care what happens as long as the shift goes off without a major incident. Staff shortages and mandatory overtime may be the number one complaint in corrections. It is like a revolving door happening, the more overtime within an agency the more call offs it creates, the more staff resignations and unplanned illnesses you have.

What this Union truly needs is to rethink it's structure.
First of all the Executive Board should be more of a steering commitee.
We need to hire professional people to run the day to day and represent us on negotiations.
1) An Executive Director: Hired by the E-Board and pay is based on performance.
2) A Legislative Rep: Again hired by E-Board and pay is based on performance. ALot of Ex Senators out there who know the ins and outs and have the connections we need.
3) A Business Agent: Hired by E-Board and paid on performance.

The members of the E-Board would only work 2 days a week in the union office the rest of the time they would be back in the institutions. Have all members in one day a week at union office to meet together and then one other day so that we have an Officer there at all times overseeing the process.

This would allow us to put forth a professional appearance and the hired professionals would be able to speak more frankly about situations as they would not have to worry about petty retaliations by the DOC when their term was up, and the harder they worked for us the better their pay.

HARTFORD, Conn. (AP) - An inmate at the state's highest security prison slashed a guard's throat with a homemade blade during a routine security check, prompting a lockdown, authorities said Wednesday.

State Police Lt. J. Paul Vance said the officer was taking the prisoner out of his cell Tuesday for a routine security check at Northern Correctional Institution in Somers. The inmate punched the guard, slashed him with the weapon and continued fighting until other guards restrained him, Vance said.

The guard received stitches and was released from the hospital Tuesday.

Vance declined to identify the guard or inmate, one of approximately 415 prisoners at the maximum-security facility. State police are investigating the attack to decide whether to charge the inmate.

The lockdown was expected to be lifted later Wednesday, meaning inmates would no longer be confined to their cells and visitations would resume.

Northern is the state's highest security prison, housing 10 death row inmates as well as prisoners who officials say "have demonstrated a serious inability to adjust to confinement" and who threaten the safety of guards and other inmates.

The warden's office at Northern referred calls Wednesday about the attack to the Department of Correction's public information office, wherea spokeswoman said further information was not being released.

Larry Dorman, a spokesman for the AFSCME Council 4 union - which includes prison guards among the 17,000 state workers it represents - calls the slashing "the latest demonstration of how dangerous and volatile working conditions can be in the state's prisons."

"Our members are very dedicated to the work they do, but this is emblematic of the risks they face to their lives, to the lives of the people inside the facility and the public at large," he said.

The facility has been on lockdown several times over the past few months. In September, four inmates attacked three guards in separate incidents. A few weeks later, an inmate set his mattress on fire, forcing guards to temporarily relocate about 40 prisoners.

Earlier this year, officials decided to remove 580 metal lockers from cells at the prison after two inmates made knives from locker parts and stabbed another prisoner. The lockers are being replaced with plastic containers.

As you may be aware the Scott Brown for US Senate campaign has opened an office in Worcester. We are located in the Osgood Bradley Bldg, 18 Grafton St, 8th Floor. You know it's funny that when all of the assaults were taking place at CJ, where was Kenneway? He was coddling his Route 2 constituency because he doesn't get the CJ vote, but now that the bad boys have moved to where his voting base works, the sky is falling! It sounds like Steve Kenneway doesn't have too much faith in SBCC officers. Well I do have faith in SBCC officers, because there is no difference between the CO's that work at SBCC and the CO's that work at CJ. The SBCC officers will sharpen their response skills, tighten up their searches for home brew and weapons and get on top of things there. It's a well built facility with great staff. I've had the pleasure of working with them on the tactical team throughout the years. Steve Kenneway does not have faith in the abilities of the SBCC staff, but the rest of the department does! Stay strong and stay safe. You guys and gals will cover each others backs like we did at CJ for years. Don't worry Steve, your votes are safe, I just want to let you know that I can see through your rhetoric. Let the staff do their jobs and stop your embarassing quotes about the inmates running SBCC, because the staff are FULLY in charge!

Steve Kenneway, president of the Massachusetts Correction Officers Federated Union, said the numbers are misleading.

“The inmates are running the facility,” he said. “This administration will not admit that (double bunking) is a bad idea. They will not admit it’s a bad plan.”

Kenneway said the union plans to take legal action next week to fight the double-bunking policy.
