The minus with this is that they may have their minds made up before the final night of competition and other contestants might not have the opportunity to win.
The plus with a separate panel is that the possible biases of the preliminary panel will not be in place. You can get a more well-rounded winner who appeals to a variety of people. The drawback is what author William Goldman described in his book Hype and Glory. He was on a final night panel who selected Gretchen Carlson, and he felt that she was not deserving of the title. It did come out afterwards that had the preliminary panel stayed in place that there would have been a different winner.
If you look back on each type of panel they picked good and bad winners. So, it's hard to say that one stands out. I personally am a fan of the two panel system just because there is a broader appeal for the winner.
