Well how about that.... I also thought Ivadell Carter AND Roy Brooks! But the thing about Brooks was his face doesn't look so fat here if that is him. But it's funny that he was also my first choice as well. He did appear in other SL films in 1923 so maybe it is him?
Ivadell Carter was my first guess too, and that was without looking her up for any comparisons. Her first known film for Roach was 1923 and she was exclusively in Our Gang stuff, but her screenshot for Commencement Day does look like the girl in Kill Or Cure.

The fact that you echoes what I was thinking means I am now more likely to consider these as facts.

It's okay to rock the boat for the sake of accuracy! I shall take another look at this shortly.... O'Brien had appeared in the previous Stan Laurel film, Collars And Cuffs, so that made him the more likely candidate here. I can see the resemblance to Noah Young as you pointed out. But when I saw the film in real time I immediately saw Jack O'Brien.
