Just looked at the film again, and in slow-motion for that specific scene. I can see where you might think it's Noah Young and his abrupt mannerisms do match. However, the height is all wrong.
The scene earlier between Stan and Noah with the car you can see they stand side by side and NY has a clear height advantage on Stan, but in the scene where (Jack O'Brien) and Stan are on the doorstep the two men are almost identical heights. Which leads me to lean towards O'Brien at 75-25% in his favor. If you really push hard enough I may take another look and ask others but for now I am sticking with JOB.
