I've been entertaining the following thought on the identity of the garter woman for a while now, but I have not submitted this suggestion (until now, that is) because I'm still not 100% sure...

I think she might be an actress named Mildred Booth -- a 1923-24 Roach player who, based off a couple of photos I've seen of her (such as here and especially here), looked rather similar to Fay. In fact, I had also noticed the garter woman's resemblance to Fay, which led to my thought that it might actually be Mildred as I had seen that second photo and noticed the resemblance before.

I've researched Mildred fairly well (which reminds me, should submit that stuff when Dave returns...) and I have seen several references in papers and trade magazines to her appearing in Will Rogers' Roach films.

She has at least two Stan Laurel credits as well (POSTAGE DUE and ZEB VS. PAPRIKA), and a couple of blurbs from January 1924 mentioned she was now the leading lady in "a new series of fight films" at Roach -- indicating that she may appear in some of the early Earl Mohan/Billy Engle "Fite"/"Hunky Dorrey" comedies.

And also, while I'm not sure exactly when Fay began working in Roach films, BIG MOMENTS seems a tad too chronologically early for her.
