I took a look at this and it's hard to say for sure. My initial instinct was I could see where you might think that is Si Jenks, but I don't think this guy is him.
Jenks' first known Roach film wasn't until 1936, so that is another red flag.
Happy to discuss with anybody else who has an opinion and would love to add it as confirmed, but this isn't the IMDb.... They would publish it without second thought, but here at ANM we believe in facts!
